There be 是英语中常用句型，意思是“有”，表示“人或事物的存在”。There在此结构中是引导词，已经没有副词“那里”的含义。There be 后面的名词是句子的主语，属倒装结构。要表达“某个地方或某个时间存在什么事物或人”的时候常用“There be + 名词+地点（时间）”这一句型。There be 中的be有时可以是lie, stand, used to be, seem to be, appear to be 等。there be句式通常译为“有”，当然也要注意灵活处理，不必拘泥“有”字句，例如There have been great changes in China over the past three decades. 译文：中国过去30年发生了巨大变化。

本书讨论的it句式指的是英语中常见的it做主语的句子，而且经常讨论的是it起形式上的主语作用的句子。通常可以是不定式、动名词或从句做真实主语。It句型的基本结构常为：it is + 名词/形容词/过去分词……。很多it句型已经具有了“固定搭配”，也产生了相对固定的翻译。例如：It is said/reported/weighted/hoped that...据说/据报道/权衡了/希望……；It is first intended that...最初就有这样的想法……；It may be said without fear of exaggeration that...可以毫不夸张地说……；It will be seen from this that...由此可见……；It is believed/asserted/taken/noted that... 有人相信/宣称/认为/指出……；It is sometimes asked that...人们有时会问……。当然这仅是一些特殊的句式，最为常用的手段仍然是实用的“是”字句，将先行主语及谓语译出，以“是”连接后面的真实主语。

例1. There is a general perception that the legal environment is arbitrary which makes planning and enforcement on a range of issues difficult to impossible particularly if you become too profitable or come into conflict with government authorities.

例3. There is a nationwide school program designed to increase students’ sensitivity to the population’s multicultural backgrounds. Educational materials developed under federal initiatives are available to schools to meet such needs.

译文1：有一个旨在提高学生对国家多元文化认识的全国性质的教育计划。联邦政府倡议下编写的教材用来配合这项计划。

例4. There are no government payments, no direct subsidies whatsoever, to sugar products.
